Les milliards d'euros que les pays occidentaux mettront dans les prochaines années à la disposition des pays du tiers monde qui seraient touchés par les conséquences du changement climatique, sont particulièrement sujets à la corruption. C'est la mise en garde lancée par l'organisation Transparency International voici quelques semaines dans son « Global corruption report : Climate change »
La lutte contre le réchauffement de la terre est sujette à la corruption. Les pays moins riches qui recevront ces milliards dans les prochaines années, figurent, selon l'organisation, en tête de la liste des pays corrompus. Les vingt pays qui reçoivent le plus d'argent atteignent tout au plus un chiffre de 3,5 sur l'index de corruption de Transparency International. La Belgique a obtenu 7,1. Le Danemark a enregistré en 2010 la note la plus élevée, à savoir 9,3. Nous devons plus que jamais nous investir dans la lutte contre le réchauffement climatique et bon nombre de pays ne peuvent le faire seuls. Si nous ne parvenons pas à gérer les mesures contre le réchauffement de la terre, cela conduira à court terme non seulement à l'allocation injuste de ressources et à des pratiques frauduleuses mais également à des dommages pour les générations futures.
Je souhaiterais obtenir une réponse aux questions suivantes :
1) Comment le ministre réagit-il au rapport de Transparency International et en particulier, à leur avertissement concernant les nombreux milliards que l'Union européenne, en général, ainsi que notre pays, libéreraient pour la lutte contre le réchauffement climatique ?
2) Peut-il expliquer de manière détaillée comment notre pays évitera que l'on détourne l'aide financière destinée à la coopération au développement et à la lutte contre le réchauffement climatique ? Ces clignotants suffisent-ils ou de nouvelles mesures doivent-elles être prises à la suite de l'avertissement de Transparency International ?
3) Le ministre peut-il indiquer quels montants notre pays prévoit, tant directement qu'indirectement, pour la lutte contre le réchauffement climatique ? Peut-il dresser la liste des divers projets, concrètement et par pays ?
J’ai l’honneur de porter les éléments suivants à la connaissance de l’honorable membre :
Le rapport auquel l'honorable membre fait référence identifie les principaux défis que pose la lutte internationale contre les changements climatiques en termes de gouvernance.
La faiblesse des dispositifs de vérification qui entourent certains mécanismes de marché, la très grande influence de certains milieux d’affaires sur certains centres décisionnels sont quelques-uns des dangers qui menacent l’intégrité environnementale et le caractère socialement juste de la politique internationale du climat. Tel est le message diffusé par la très sérieuse ONG Transparency International dans son dernier rapport et je puis garantir que, dans les négociations européennes et internationales, la Belgique défend ces deux principes avec la plus grande fermeté.
S’agissant des transferts financiers au bénéfice de pays en voie de développement, il importe de rappeler que ceux-ci découlent des principes généraux de la Convention-Cadre des Nations-Unies sur les changements climatiques (CNUCC), traité auquel la Belgique est partie.
Rappelons en outre qu’à Copenhague et à Cancun, les pays développés se sont engagés d’une part à fournir 30 milliards de dollar de financement additionnel sur la période 2010-12 et, d’autre part, à mobiliser annuellement pour 2020, 100 milliards de dollar provenant d’une grande variété de sources, tant publiques que privées. Si pour le court terme, 2010-12, la contribution belge est connue (i.e. 150 millions d’euros pour l’ensemble de la période), le partage de la charge à plus long terme reste à déterminer. Cette répartition de l’effort dépendra de divers facteurs, tels que le niveau des objectifs de réduction d’émission fixé au niveau international ou l’ampleur des investissements privés contribuant à la lutte contre les changements climatiques. Vu le degré d’incertitude très important qui entoure actuellement ces différents paramètres, il est difficile de détailler maintenant les modalités de la contribution belge à ce financement. Il est cependant d’ores et déjà évident que le respect des règles fiduciaires reconnues internationalement fait partie intégrante des exigences posées par la Belgique. Plus en amont, le développement des capacités au sein des pays en développement doit également aider à lutter contre le fléau de la corruption. Mais, quoiqu’il en soit des outils que nous utilisons pour la combattre, la corruption dans les pays en développement ne saurait servir de prétexte pour nous soustraire à nos engagements internationaux.
L'un de nos engagements est la contribution à la lutte contre le réchauffement climatique par le biais de projets du Mécanisme du Développement propre (MDP).
Dans ce contexte, nous opérons exclusivement par le biais des procédures officielles de la CCNUCC ainsi que via des procédures d'appel d'offres, ce qui permet de garantir la transparence et de minimiser le risque de corruption. Nous soumettons, en outre, chaque projet à une évaluation stricte au terme de laquelle nous demandons notamment aux opérateurs du projet de s’engager à respecter la Convention de l'Organisation de coopération et de développement économique (OCDE) contre la corruption.
Par ailleurs, les contrats utilisés prévoient des protections supplémentaires qui permettent à l’autorité fédérale de sanctionner un opérateur de projet qui ne respecterait pas ses engagements. A l'heure actuelle, des initiatives d'achats ont été lancées pour un total de 200 millions d'euros.
